As founding Chair of SCCP, experienced practitioner, business leader and Independent Certifier, Gavin Shaw brings a grounded perspective on how better contract practice can shift outcomes across the construction sector. His experience leading project teams and developing contract leadership capability means he understands, from the inside, how everyday decisions in the engine room shape the success or failure of projects, and his involvement in helping redraft the 391x suite gives him a front-row view of how contractual settings are evolving in practice.
In opening the summit, Gavin will set out the important role SCCP plays as a professional home for contract practitioners, and the tangible, measurable impact this community can have when it is connected, deliberate, and aligned around lifting standards in contract administration.

Pamela Bell
Opening Keynote
Pamela Bell is the inaugural Sir Mark Dunajtschik Chair and Professor of Advanced Construction at Te Herenga Waka | Victoria University of Wellington.
Her previous role was as Chief Everything Officer at the Building Institute Aotearoa (formerly New Zealand Institute of Building) with a strong focus on the ‘people behind the projects’ and growing building people through directly delivering continuing professional development and opportunities for reward and recognition.
Contract Management is the key to good project outcomes
She is also an Innovation Consultant and Board Director for a range of start-ups, Council controlled entities, Crown aligned companies, and commercial organisations in the built environment sector. In her time as Chair of the NZ Construction Industry Council (NZCIC), she helped to lead advocacy, belonging and collaboration projects for peak bodies.
Pamela is passionate about the intersection between design and business through the lens of innovative sustainable construction methods, affordable housing supply, and added-value timber manufacture. She has subject matter expertise in offsite manufacturing, design-thinking approaches, dynamic strategy, and future-focused governance.
Her diverse background spans high performance sport (1998 Olympics), research (‘Kiwi Prefab’ book + exhibition), entrepreneurship (PrefabNZ, Fruition Apparel + NZ Snowboard Academy), and governance (including Urban Plus, Seaview Marina, Abodo Wood, ConCOVE + BRANZ).
Pamela founded the peak body for innovative construction, PrefabNZ, in 2010 from her Victoria University of Wellington Master of Architecture thesis ‘Kiwi Prefab’ which was also turned into a book and museum exhibition of the same name. She handed over the reins in 2019 when offsite construction reached a tipping point of awareness for central government, the construction industry, and the public alike.
Pamela has been the lucky recipient of several awards including the Victoria University of Wellington (VUW) Alumni Award (2019). As an Adjunct Professor at VUW she investigated the relationship between design and business to showcase more career options for architecture students. She has also explored the interface between design thinking and governance for the boardroom with a series of articles and interactive workshops for the New Zealand Institute of Directors.

Craig has worked in the Construction industry for over 25 years, initially starting with Hawkins as a Foreman and progressing through various roles, including Project Manager, Auckland Regional Manager, and his current role as EGM of Hawkins.
Craig is motivated by the industry's challenge and the ability to be a part of great teams that have completed some of the most significant projects in NZ. Hawkins is a fantastic business that Craig is incredibly proud to lead.

Session 2.1
Scott is an adviser to energy, construction, and infrastructure clients, helping them navigate complex projects during procurement, delivery, and dispute resolution. He is co-head of the highly regarded Construction & Infrastructure and Energy practices at MinterEllisonRuddWatts, and is licensed in New Zealand, New York, and Texas. With significant experience spanning New Zealand and the United States, Scott has developed an effective methodology for managing challenging projects and disputes, placing each client's priorities at the forefront of his strategy. Since Scott's return to New Zealand, he has advised major stakeholders on some of New Zealand's largest infrastructure projects and disputes, including Transmission Gully, Turitea Wind Farm, Waimea Dam, the Prisons, and Christchurch's Metro Sports Facility.

Lucas Nikkel is a Director of Stellar Projects, a specialist consulting firm focused on project, cost, and contract management for complex infrastructure projects.
Lucas is a Chartered Professional Engineer (CPEng), a Chartered Member of Engineering New Zealand (CMEngNZ), and a registered panel member with the Society of Construction Contract Practitioners (SCCP), accredited for both Independent Certifier and Contract Administrator roles across New Zealand. He is also one of a small number of nationally recognised Level 4 NZTA Engineers to Contract.

With over 20 years’ experience, Lucas has built a strong national reputation as a trusted and highly effective Engineer’s Representative and Engineer to Contract, particularly on complex transport infrastructure projects. His expertise lies in contract administration, commercial management, and delivering impartial, robust outcomes in high-risk environments.
Lucas is an early adopter of the NZS 3910:2023 Conditions of Contract and was the Independent Certifier on the $160m Tirau to Waiouru Accelerated Rehabilitation Programme—one of the first NZTA projects delivered under the revised contract model.
His project experience includes recognisable projects including AMETI, Eastern Busway, City Rail Link Enabling Works, Brynderwyn Hills Recovery, Loop Road Bridge, and the SH25A Taparahi Bridge Replacement.
Lucas is recognised for his pragmatic, solutions-focused approach and his contribution to evolving procurement and contract delivery models to improve infrastructure outcomes across the industry.

Fraser Wylie
Managing Director for New Zealand and Pacific | McConnell Dowell
Session 2.3
Fraser Wyllie is McConnell Dowell's Managing Director for New Zealand and Pacific and is Chair of Infrastructure New Zealand. He is a Chartered Professional Engineer and a member of the Institute of Directors NZ, with over 30 years of construction industry experience in project governance and delivery. Fraser has been involved in a broad range of infrastructure projects delivered through various commercial models in the UK, Singapore, New Zealand and the Pacific.

Hamish is a major projects specialist. He leads Chapman Tripp’s Construction & Major Projects practice and co-leads our Infrastructure Sector Group.
Hamish's experience covers a variety of sectors, including infrastructure, energy and natural resources, health, airports, ports, manufacturing, water, tourism and commercial. He acts for government entities, project sponsors, lenders, developers, contractors and consultants on all stages of a project including procurement strategy, funding and financing, tendering and probity, contract drafting and negotiation, contract administration and dispute avoidance and resolution. A significant amount of his experience involves project finance transactions.
Legal insight
Hamish previously worked for UK magic circle law firm Allen & Overy in their Dubai projects team, where he acted for sponsors and lenders on numerous world-scale project finance transactions in the Gulf region.
Hamish is consistently recognised as a Leading Partner by Legal 500 Asia Pacific and Chambers Asia Pacific and is named as a ‘Preeminent’ construction lawyer by Doyles Guide in 2025.

Geoff Hunt is an experienced infrastructure executive, director and advisor who spent more than 27 years as CEO of Electrix, Alstom/Areva, Kordia and Hawkins Group, leading business transformation, growth and the delivery of critical infrastructure in New Zealand and internationally. He has held influential governance roles with the New Zealand Infrastructure Commission, the Treasury National Infrastructure Advisory Board, MBIE's Building Advisory Panel and the Construction Strategy Group. Through Geoff Hunt Consulting Ltd, he advises organisations on governance, strategic transformation, construction project delivery and dispute resolution. Geoff holds a Master of Engineering (Electrical), is an Engineering New Zealand Distinguished Fellow and a member of the Institute of Directors, and is and is driven by a commitment to helping New Zealand develop the leadership, capability and long-term strategy needed to deliver world-class infrastructure for future generations.
